This is sad to hear. My friends and I often park and ride from Matthew Flinders Rest Area.

Is the new Trail Head car park meant for bush walkers or motorsport enthusiasts?

I doubt that they had motorsport enthusiasts in mind when they built it.
I was there yesterday and had a look at the new carpark. There were no signs saying who can and can't use it. I think it will suit us well once the gates get locked and Matthew Flinders isn't convenient any more.
We usually only go there on weekdays so overcrowding shouldn't be a problem but on weekends there could be some contention with walkers and the overnight campers, there were a few Wicked campers, Swedish backpackers et al there yesterday. It's a much quieter setting than the busy road so it will be popular.
