Regulator question

04 TE250 Husky. Bought one with no spark. Pretty sure the CDI on it is toast. Stator and coil test ok. Notice it has a blown headlight and tail light. Thinking the regulator maybe shot. Question is, if it is shot, could that have been why the CDI blew? And if I put a new CDI in, can I start it WITHOUT the reg hooked up? It has a white and green wire from the stator for the charging system. I'm not real good with this side of bikes so looking for some guidance. Need anymore info for an answer fire away
