Also the manufacture of the van will have a record of all vin they have made.
Where did the new vin come from?

As would all the State Rego authorities you'd think John.

Probably been re-regoed under the VIN of an older/damaged van.

This is what happens when they shut all the Gov't pits, sack all the public servants and hand the job over to shonky private operators.

It's going on in every facet of industry.

IT might have been worth contacting the manufacturer to see if there are any 'hidden' identification marks that could ID the body independently of the chassis.

There should be a chassis number on the A frame somewhere. That could be something to look at as well.
